Biography

Mr Kelvin Sum is presently pursuing his PhD in Law at the Centre for Commercial Law Studies, Queen Mary University of London.

At IP Academy, Kelvin was charged with the setting up of the Research and Graduate Studies Department. He also oversaw the administration of IP Academy’s Graduate Certificate in Intellectual Property Law course, run in conjunction with the National University of Singapore.

Before being seconded to the IP Academy, Kelvin spent 10 years as a Deputy Director in the Legal Policy and International Affairs Department of the Intellectual Property Office of Singapore. He was in charge of copyright policy as well as free-trade agreement negotiations, and was responsible for setting up the plant varieties regime in Singapore. He was also appointed as the Secretary of the Copyright Tribunals and served in that capacity for three years.

Prior to his time in IPOS, Kelvin worked as an Associate in David Chong & Co., and his work covered general litigation matters, IP prosecution as well as trusts and corporate governance.
